Kimberly Roberts
Kim Roberts is the Acting Manager of the Canada Border Services Agency, Northern Ontario Region, Kingston Intelligence & Enforcement office.
She leads intelligence and enforcement operations, oversees case prioritization, and ensures strong governance and information-sharing practices. As lead for the NOR Intelligence Analysts Group, she coordinates training, meetings, and collaboration to improve analytical outcomes.
Kim also serves as Chapter Secretary for the Adirondack IALEIA, fostering cross-border networking, professional development, and real-time intelligence sharing across New York State and Eastern Ontario/Quebec.
SecretarySarah Laranjo
Sarah Laranjo is an Intelligence Analyst with the New York State Police Intelligence & Analysis Unit. A Capital Region native, she holds a B.S. in Criminal Justice from Springfield College and began her career with New England HIDTA before joining NYSP at the NYS Intelligence Center in 2019.
An IALEIA member and Adirondack Chapter treasurer, she supports investigations through cell phone analysis, GIS mapping, timelines, and link analysis, and has deployed on 37 mobile intelligence team operations.
Outside of work, she coaches varsity and youth lacrosse and enjoys cooking, travel, and time with her family and black lab, Theo.
TreasurerVice PresidentJulie Horn
With over a decade of experience in law enforcement intelligence, Julie Horn serves as the lead analyst of the Intelligence and Analysis Unit for the New York State Police. In this role, she supervisors a growing team of criminal intelligence analysts, providing strategic direction, operational support, and analytic oversight of complex criminal investigations and major events.
Throughout her State Police career, Julie has been assigned positions of increasing responsibility and now holds the title of State Police Intelligence Analyst 4. She has led the development of new statewide initiatives, including the expansion of analyst capabilities to combat organized retail theft and the deployment of mobile intelligence support to high-profile events and critical incidents. Her team has supported long-term and complex investigations ranging from violent crime and missing persons to large-scale smuggling and drug operations.
As a collaborative leader, Julie is focused on professionalizing the intelligence function, strengthening analytic tradecraft, and reinforcing clear supervisory structures within the paramilitary environments. She is passionate about mentoring the next generation of analysts and advancing the role of intelligence in modern policing.
Julie earned a Bachelors of Arts in Political Science from Providence College and a Master of Public Administration from Marist College.

Joshua Todd
Joshua Todd is a veteran federal criminal investigator and intelligence professional dedicated to protecting communities through disciplined, intelligence-driven analysis. With over 16 years of experience in immigration enforcement, complex investigations, and criminal intelligence, he currently serves as a Special Agent (1811) with the Department of the Army-Criminal Investigation Division. His work centers on fusing telecom data, GEOINT, digital forensics, and investigative strategy to produce clear, defensible intelligence that supports prosecutions and safeguards service members and their families.
Joshua previously served with the U.S. Border Patrol, rising to Border Patrol Agent-Intelligence. In that role, he developed targeting models, link analyses, and strategic intelligence products that disrupted cross-border criminal networks and strengthened interagency operations. His analytical approach emphasized accuracy, pattern recognition, and turning fragmented data into operational clarity for decision-makers.
He holds an A.S. in Business Administration and is completing a B.A. in Intelligence Studies with a GEOINT concentration.
Joshua lives on a quiet lake in upstate New York with his wife, Beth, and their Boston Terrier, Berkeley. His mission remains constant: transform data into insight, insight into action, and action into meaningful service for others.
